On your own you can only claim a 'free area' and build a house, grow crops, put down basic crafting stations, ... You can't have NPCs or shops. But you don't need to be in a guild to be part of a tow. You can join a free town.

Free towns are where it's gonna be at if you aren't doing the guild thing. Haven't made my own mind up yet which I'm gonna shoot for.

To condense everyone else's information...
Towns do not require a guild to function, and indeed if you're not in a guild you will want to stop one from taking over your Town if at all possible as a Free Town can elect governors democratically whereas a Guild Town is oligarchical.
You can also claim a spot in a Free Zone and have a simple house there, though you won't have access to standard shop or guard NPCs.
You should have no trouble finding a casual guild that will let you in (and into their Town) with few to no requirements on group participation.

I believe they also mentioned that there will be haunted or abandoned towns that can be claimed. Not sure what that entails at this point but if you do it without a guild you'll have a free hamlet (?). This then can hold elections to vote on a governor. There are rules on who can run for governor and who can vote so you'll want to know those. I believe they start at hamlet and as thereputation goes up you can move into being a town.

Any town that doesn't have a single NPC or player living in it becomes an abandoned town. This includes all towns not assigned to NPCs or players at server launch.
Abandoned towns can be "haunted", which merely means that enemies are spawning in it. They don't have to be ghosts, they might just be wolves or something.
Once cleared, players can freely join the town by constructing houses on the residential plots. If even one player does this, the town becomes a Hamlet.
Hamlets have no governing body whatsoever. As players upkeep the Hamlet and perform tasks it earns Prestige and eventually becomes a proper town.
A proper town can appoint Governors and attract NPCs such as shopkeepers or guards. If it's a Free City, Governors are elected democratically. if it's a Guild City, the Governor is appointed by the guildmaster.

Do you need to clear the whole of a haunted town before you claim a plot in it, or is haunted by district? I think by district would be cool, esp with cities as you could have a range of respawns and types (I'm kinda thinking of Pavis in Glorantha from Runequest tabletop RPG).

If you want a town all for yourself, then of course you can make your own guild and invite nobody else.
But building a guild village is balanced around multiple players, so would be quite costly and challenging to do alone.

@evolgrinz Towns have a minimum population requirement, otherwise they're hamlets. Solo towns aren't possible.

just curious. if you're solo doesnt tht mean u wanna be alone? in tht case it makes no sense to be living with others... right?

You have to clear the whole town area from monsters to be able to settle there.
I guess this won't be an easy thing to do by yourself. Otherwise it would be pointless.

AFAIK it's possible to be the only player in a town but if it's a free town then nothing prevents other players from settling there as well as competing against you for mayor.
I think it should be possible to create a guild of one and the establish a guild town for yourself.

When a haunted town area has been cleared, a player can build a house. The town area then becomes a hamlet. There are no rulers/rules in a hamlet. Only houses can be build in a hamlet, no shops. Any other player can also build a house. When there are a number of players who have build a house in the hamlet, an election can be held for a mayor. Then the hamlet becomes a town.

If you live on your own, you are not part of a town.

There's a solid (logic) reason why you won't ave 'solo player towns'. Since the world isn't instanced, there's limited space, which means there's a limited amount of 'towns' possible and if solo players could claim them... well, you'd run out of possibilities fast.
