As for now it is buy to play (pay once, play forever) with cosmetic cash shop, so it is not pay to win.
Of course, devs can always change their mind, and we can not see the future. But we do hope it will remain as it is planned now.

Fractured is currently planned as buy once, play forever. All cash shop items are cosmetic.

It's really sad to see many great games launch with buy to play but then no one play their game because it costs money
Here's a strange but true fact :
People would not buy a game to play (20$ or so) but would install a free mmo / game and pay 100$ in micro transactions in the first month...

Hahahaha that's true I remeber the onld times when I played wow and my friends where arguing about b2p and p2p (the sub) while they where burning more than 100-200$ on Silkroad.

Good news... imo pay once play forever with cosmetic cashshop is just perfect!
I mean Path of Exile is an excellent example where a totally free game can maintain enough funding through no pay to win features in the cashshop.
