I wouldn't mind having this be a goal you can buy into, ala the 10k package, or even stolen/earned ingame via a tedious process that would make it fair for all players. Have it be an attainable goal just like COE is doing with their version of the Kingdom system.
I'm with the people saying it should be planet based. I entirely agree. Having traders ferry resources/goods between planets and locations will make it possible to have an actual player-based market economy, maybe even with trade routes. Plus it encourages activity around the entire game world in my opinion.

B2P has always gotten me better quality games and better service too. F2P is awesome but it's always going to be supplemented by a cash shop with the only intention being to make money.
Having people make maps on their own is a unique idea it's just the execution of it that would be hard. What's to stop someone from claiming ownership or a map or spreading false maps?
It's an awesome idea though and I'm all for it, just would need some protections for it to avoid grief.
