Access denied

While I was browsing Q & A pages to see if anyone had previously raised the topic of allowing guild masters to upload a personalised/custom banner icon, I came across an article titled "Banners" which contained links
(Take a look here: Suggestion | Site | Custom Guild symbol type) that when I clicked then overlaid the following message:

Access Denied
You seem to have stumbled upon a page that you do not have access to

Is there higher tier access required to certain questions i.e. messenger/consol that can't be accessed by a whisperer?

This link is indeed not accessable anymore, because i think it is deleted.

@Thwunk there are parts in Forum, that you can't access, but it is just the Pre-Alpha-Forum.
All other pages you can see, IF they are not deleted.

@kralith Thanks for responding, yes it was a global question with the specific link cited as an example. Good to know it is open to all...…..and that even a whisper can be heard. Cheers
