Master pack and higher give access to Alpha. Next test should start at the end of February (but nothing announced yet)

If you mean will you be able to play 24/7 and never lose your progress? then the answer is no. The alpha tests only last for 1 month at a time, and data is whiped after each one. Data will be whipe after beta as well, only after release will progress be kept.

To me, if you’re going to “pre-order”, go with master at a minimum.

+the tests are roughly every 3months

No, like was said in the above answers, the next test is planned for the end of February but hasn't been announced yet, and there is roughly 1 test every 3 months or so.
