The top picture is an Iron Lich from the Privateer Press RPG/Mini game setting. It is exactly that. In D&D terms, it would be a Demilich (just a floating skull) inhabiting the body of a steam powered construct. So, take the strengths of the demilich (massive magic ability) and remove the physical limitations via the constructed body.

So if humans need steampunk technology to keep up with the beasts and demons, what if demons raids the human and steal their equipment and technology?
Steampunk demons, hell yeah.

You're forgetting about repair and maintenance. Not only that, but humans can just keep innovating and still stay ahead of everyone, in the arms race.
On a side note, steampunk lich fits perfectly into my "Racial Evolution," thread. Just imagine lich, eventually, reinforcing it's skeleton, adding metal, hydraulics and steam powered engine, effectively turning his frail bone body into robust, reinforced chassis, capable of mounting heavy armor plates and weaponry, turning itself, effectively, into a dreadnought?!
If demons will ever have archdemons(and angels-archengels), I want humans to have badass steampunk liches!!! ^_^
