One Man "town"

So, we have confirmation that NPC's can move out of towns. We have also seen that Charisma influences your interactions with NPC's. In the same spotlight (#5), "companions" is seperate from "pets".
Could a human max their charisma and pied-piper NPC's to their home in the wilderness to make a "town" in a claimed plot? Even if it's all crammed into 2-3 houses?

@cinnao Of course not, because you will need a large amount of prestige, which in addition will have to maintain weekly.

I believe there is a hard requirement of a minimum number of players for a Hamlet to become a town proper.
Even if there wasn't, it's very unlikely that a single character could manage the upkeep needed to keep a town from reverting into a Hamlet.

And if there was a way, they could change the prestige gain from that way of playing.
It won't be a problem on Syndesia and Tartaros since a one player town can be taken down by siege. But it might be a problem on Arboreus.

I'm not talking about an actual town. I'm asking if a person could bring a decent amount of NPC's to a claimed plot in the free area and keep them there.

@cinnao Such NPCs are a town thing, not a personal claim feature. Your personal claim can only contain your house, basic crafting stations, your farm, etc.
