The model is buy once to play.
Keys may be given out for various reasons, but no plan for general free to play.

Also the game is still in Alpha and the servers are not even on right now. The next test is expected sometime next month or in March. As noted above it is buy to play.
To answer your question directly this game will be free to pay as soon as Gamigo gets done with it.
