Pvp and Pve on Syndesia?

How exactly does Pvp work on Syndesia: in "lawful good" areas are neutral/evil characters simply unable to attack good/neutral characters, or is there some sort of deterrence mechanic like patrolling guards? Feel free to give an in-depth response.

In the shortest words: Syndesia is open for PvP but with consequences.
And consequences are likely to vary depending on city zone, which guild is currently controlling it, since controlling guilds will be given ability to control the rules in their zone.
