[FRAC-2245] Coal disappears upon putting into smithy

When putting coal into smithy storage it disappears, despite the coal trough having the animation of filling up. Ore works fine.

We just had the same issue giving coal to another town. Taking coal out of the storage in my own town is now duplicating it.
