So, did a search and posts kept coming up as old when I tried to reply.
So first assumptions
Any stat 19 or above is only attainable due to racial bonus
Therefore humans are limited to 18 at character creationMy question is:
Humans start out with 10's across the board. I raise 3 of those to 18 just for S&G
Leaves me with 10 points left over. Does that mean I can spread those points at a cost of +2 per 1 point and ignore the "cumulative cost" column?

with 100 point human build or 80 point non human build you can get these stat blocks:
Realize that having 10's in all stats still costs 60 of your 100 points!

I did not realize that. But it makes sense now that I think about it
One thing I don't know if they could do is somehow have a balance in there so you don't have a point left. Maybe allow people spend a max of 1 point to get 1 hitpoint. Just so I don't waste it.

OK, human is pretty easy. But how do the non-humans work.
I understand the +3 affinity.
But the negatives and +2 how does that apply?
With the +2 do you buy the stat and get +2?
With the -3 do you buy 13 and that makes it 10?

The + and - modifiers just indicate the maximum value of that attribute you can select.
If you have a +2 you can get have up to 20, with a -2 up to 16.
It doesn't change how many points you get or how much they cost.
Only the attribute with the affinity matters for that.

Also, keep in mind that there are numerous other ways to directly increase your stats through gear variants and the talent tree. Make sure to include those into your theory-crafting obviously.

Talents can give +2 in any stat... if you commit all your talent points I think you can get the +2 in all 6 stats. It takes a while to get that many talent points tho...
Metal equipment (https://fractured.fandom.com/wiki/Chain_Mail_Armor) gives the most range of stat bonusses, in general you can get a +1 stat bonus for each slot; head, chest, neck, hands, legs, boots, and shield.
All of these bonusses can exceed any stat caps.

There's no leg slot.
You can get a total of 6 stat points from equipment, and 3 more from the necklace. You are usually sacrificing something though to get those.
The talent point cap is 60. If you make a build that focuses on getting as many stats as possible, refusing all high level talents, then yes you can get +2 to all stats.
So, all considered you can move quite a bit from your initial stat distribution.
