Does drawing the enchant tier make a difference?

Hi!
For example, I have 3 available enchantment types on my table.
One of them is tier 1, and the other two are tier 2. Now clicking on the enchant button, will TIER 1 be bypassed completely, and one from Tier 2 be drawn (50% chance for each)? Or does each of the 3 different tiers of enchants have a 33% chance of being drawn?

From my expierence and testing the enchant goes to the higher tier options.

Was it in this test or the one before?
I seem to remember getting a tier 1 enchant when I had a tier 2 enchant possibility as well in the previous test.

I'll be honest. In the near future I want to create a unique enchantment finder, which will provide information on how many combinations are possible with given elements (Reagents) - thus checking if it is a unique combination. Therefore, it is important to know if higher tiers have priority in the draw over lower tiers. It would be great if you could do some testing as well. And if anyone has boss reagents, then we could create tier 3 and test if it also works for tier 3, which has priority over tier 2 and 1.
