Charcoal Piles on Personal Parcels

Just found out that we can't place a charcoal pile on our own land plot, but we are able to place everything else that our city has teched into - very weird issue. Not sure if it is a bug or if it is intentional. This was possible during the last test.
If it is intentional, it is very weird to allow us to craft everything else but not smelt our own ingots.

@galvia I don't think charcoal piles are part of city tech. It isn't in any of the descriptions of the techs. I never tried making a pile before the blacksmithing tech was aquired though. You can still go out and gather coal though, to use on your plot.
