[FRAC-2312] Fleshing Beam bugged in Town

The fleshing Beam is bugged inside a town. It works in my house in the wilderness.

I couldn't use one in my town as well, but never checked anywhere else.

@Fizzbob @TekNicTerror the Fleshing Beam in the screenshot seems to be inside of a private land parcel. Does that land parcel belong to you / did the owner set the Fleshing Beam to public?

@Prometheus I placed it in my town close to the tailor shop as well it only works outside of the city limits. You can come to my town and see it for yourself.
I think the problem is that only 2 icons pop-up for the beam, but inside town you need 3.
Old Town is the place you can see it.
