[FRAC-2244] Vice-Governors are not able to accept new Citizen

@Shivashanti is Vice-Governor on Atrium Harbour Town.
He can't accept people to the town, even he see the Request Tab and the people who requested.
He just has the decline symbol, but not the accept one.
