[A2.3] Co-Owner of Personal Claim - inviting does not work

I had this on my list from last Test, but wasn't sure, if i just do something wrong.
As a Co-Owner of a personal Plot you have the Button for "Add Friend", but if you use it, the Player will not get added as a Friend to the Claim.
Especially in reason of using personal Plots on towns as a Guild Only Storage House, it would be nice to be able to add Friends to the Plot as a Co-Owner, because you can't use "Guild" Permissions as long the User is not in the Claim Friendlist.

The same thing seems to be happening with Vice-Governors and the Town Hall book. Seems like Vice Governors have the UI of being able to remove citizens but when I try it and confirm, nothing actually happens.
