Engine and ariel 3rd person only?

Viewing the artwork I expected this would be running on a different game engine. The comments that I read saying, "Fractured would be available for more average computers even possibly a laptop." make more sense now.
Two questions currently I'd like answered are:
- Is this the game engine that is planned for release?
- Is the camera permanently locked in 3rd person perspective looking north?
- A third spontaneous question! Do I have to find an empty grey block to make a personal claim, or is there a method to start a claim where ever I'd like?

Yes on all 3 questions.
Only predetermined land areas can be claimed, but there will be lots of those everywhere.
