Will package upgrades be available, so i back the lowest tier and wanna upgrade will an option thats just click to upgrade and u pay the difference?

Yeah, if you buy the lowest pack and you want to upgrade, you just pay the difference.

For as long as the packs are available, you can upgrade. Hard to say how much longer that will be, probably a good deal longer. I imagine they'll be phased out during the Alpha.

So if you are talking about basic pledge packs, yes you can upgrade those like @FallenW1ng mentioned. However, there is limited number of Early Bird possibilities, which can effect a little bit to that upgrade price.
