I can't imagine that it'll be much more intensive than something like Path of Exile, given it's a similar format of gameplay graphics wise.

@Baslak we don't know the exact requirements, but it FAQ is mentioned:
6. Will I need a NASA computer to play Fractured?
Definitely not! We’re working to keep Fractured available on mid-range computers and laptops as well, including those a few years old.
