Will we be able to build solo-player houses? Including custom design, decorations, etc?

Yes you can build a house outside of the towns in the free areas

When you are a solo player, you can build your house outside a town, or even inside one (as long as the Governor approves of you).
I think custom design is not really a thing. Probably you will be able to get different designs from the Cash Shop. Other than that you can just build your house with different materials than every one else and be special with that
I think furniture / decorations for your house are a thing yeah.
