Fractured is still in development. Pre-alpha will be a month or two before Alpha 1, December 2018 is the month Alpha 1 is planned to go live. 2019 is therefore expected to be the year of Alpha 2 testing phases, 2020 of Beta testing phases, and 2021 of Full Release (Characters will be a wipe after each testing phase)
150-200 Euro alpha 1, 90-100 Euro alpha 2, 50-60 Euro beta 1, 20-25 Euro beta 2. release 30 euros

open alpha doesn't exist but when pre-alpha exist you'll need to be high level Foundation to possibly get it.
basically the game isn't playable in any form right now.
