Town plot sizes

I have a Legendary pack, but can't seem to find enough spots inside a town that are large enough for a 5x5 or even a 4x4, what about a palace then even ?

Plots inside a town are decided by the governor, they can go up to 5x5.
Plots outside town are all 4x4.

Also, Pack stuff is not implemented at this time.
