Can't remove wagons from plot to place house

If you purchase a plot that has wagons on it, you can't place a house on that plot.
And since you can't move them, it creates a situation where you are stuck unless the owners come back and move them.

@Jahlon true, which means that in theory a group of malign users could spam wagons everywhere, preventing every single plot from being used!
