Inner City plot claiming bug

No one, including myself, the governor, can claim the plots in the inner city of Direwood Citadel. I don't know about the residential plots on the outside, but the inside is bugged. Tried it with 5 different people in different areas of the city.

@Galdaen We bought a residential plot in Direwood. It won't allow placement of anything. Even a chest.
