City Rank System - Upkeep

Besides the fact that the upkeep values are broken, I'm missing an important feature. There should be a way to hold a specific rank of your town. Right now you automatically increase the rank if you pay the upkeep and drop if you don't. The only other limit is the number of people in your town.
In the future, when city rank unlocks new buildings and other stuff a major should be able to choose if the city ranks up or not. If the next rank brings advantages that the city doesn't need yet, they stay on the actual rank.
One way to do that is with the gold upkeep. A city has to pay for the cereal and protein sacks every day. And if a city wants to rank up on the other day, the city has to pay a larger amount of gold. So, instead of paying gold every day and generate outstanding gold debt if you don't, the city pays no or just very little gold every day but a larger amount if the city wants to rank up.
This leads to a controlled city rank, where the mayor actively choose which rank the city should have.

I was thinking about the same as you describe.
To hold a rank consciously would be great, but is also in some kind easy to abuse, if we don't get some downsides if we do so. The Ranksystem is in its child shoes, we got this test the first implemention and it will not be the final version.The rank system will get a big change in next test. Prometheus said:

That being said, mining city are not meant to be able to rank up (above the first few ranks) unless they buy farming products from farming cities Ideally, a well-populated mining city should actually have no farming plots internally (because it needs all the space for shops and houses and +prestige decorations) and buy all edibles from farming cities."So i think we will need to wait a bit to be able to evaluate it entirely.

Yes. There are definitely some kinks in the way city life works - the fields, the trading post, the upkeep... Good suggestions, guys!
I'm hoping that the devs will polish things up a bit before dropping too much new content. There are QoL features that need attention as well -
I'm esp hopeful that soon we'll be able to trade 1 on 1 w party members & friends while traveling & mute/ignore in the global chat
