Does the founder or the person who's on the site have to initiate the city in game? We have 5 people starting up a city and I didn't think about it but the founder of the city might not be online when the launch happens, so what's the best course of action ya think?

Anyone can start the town hall, however, only the governor of the city can actually place blueprints for the rest of the city to use until they promote a citizen to Vice Gorvernor or higher rank than just regular citizen
