@plasmashade it definitely was a thing and is still a thing after the new work on the skills.
Currently it works like this:
Hefty cooldown, mana cost and memory cost, but the cast time is practically zero. You just point to someone under a certain amount of HP and wave it bye bye.

@spoletta cd was always 30 seconds. the CHA equation may have been slightly changed, but not by much by the looks of it

It went through many iterations.
After second wind I believe that this is the skill that has been changed more times in the history of the game.
