I think there is an issue with where the catapult gets placed. Shouldnt it be on the pad?

@MrBd I think it is because of the direction of building.
I saw the other direction (the default one) at Oran Thul and there the Blueprint is standing on the platform.

Valhalla also has turned the building too and we have same misplacement.

Also for the Bug Report, i would change the Title to a more precise one, like "Siege building - misplaced catapult blueprint" or so.
