Milling Stone on private parcel without crafting option

I wanted to test flour crafting on my milling stone at my personal parcel, but i don't have an option for crafting on it.
Checked with another character on Tutorial, it should have an option like this:

@Kralith Has a vice-governor in my city I am not even able to build one Milling Stone as well...
Not sure if that is intentional but it should not be...Thanks in advance

I can use the milling stone I have at my house. But like Extreminador I cant place a new in town or use the town one and I am Vice Govenor of my town aswell

I've been using the milling stone at a guildie's place w/o issue throughout this alpha. Sorry you're having issues, @Kralith! Thanks for documenting.
