[FRAC-2041] Paved Road can be placed on Dirt Road

Paved Roas can be placed over Dirt Roads, which in intself would not pose a problem, but if you remove the blueprint of a Paved Road, the vegetation of a 3x3 will be restored, thus deleting the previous Dirt Road which then allows for the possibility of Buildings not being adjecant to a road!
