Will there be a in-game system for guilds to be mercenaries or will that have to be something players must figure out by themselves?

I come from the community of a now dead game (even though it never started) called Chronicles of Elyria. There they wanted to implement a system where players could make contracts between themselves.
My question is simply if Guilds and settlements can make any sort of contracts between themselves with game mechanics or if that is something that must be done without game mechanics.... and if players can even hire (pay other players) mercenaries to do work for them.
