It doesn't look like the system specs will be very high. The only info we have is in the FAQ Lehuan linked. Apparently it can even be played on winXP: https://forum.fracturedmmo.com/topic/29/operating-systems-being-looked-at/7

I am going to assume the developers will be designing it to scale on multiple types of systems. So probably any type of computer hardware with a dedicated graphics card and 4gb of ram in the last 7-8 years would a be a good minimum.
