If you pay for the game, you will be able to play it "free", means, you don't need to give any other bucks to it and you will be able to play all content. But you will be free to buy things from itemshop later, where you will find cosmetic stuff.
I don't think the game will go to F2P, because the business modell need at least the initial pay for the game.
