How city citizens can become active

City Citizens are inactive, but have returned to playing games normally, why are City Citizens still inactive?

@MichaelZhang have those players log into the discord server and see if a admin or gamemaster is available to help them. This inactive player issue has been around for a bit and has not been fixed yet, could be many reasons as to why it persists.
