How Abilities School Proficiencies works ? any idea ?

I should really make a wiki page on this.
In short, all skills have a part of their effect which is variable, you can see this either on the wiki where the description includes that:

Or by pressing Left Alt in game while hovering the skill.

Those variable numbers change based on your proficiency in that school.
