Steam purchase is prohibited in Russian region

As far as i remember, team mentioned that on launch the game will be available for purchase through steam for russian players also.
But the game is still banned. Is it intended or will be there some actions to fix it?

@spoletta i guess european servers are less pingy to Russia :S
