Vice Governor promotion with the same right as Trusted citizen

Hi there,
I'v been promoted to Vice Governor, and still have no right as Vice governor.
Only the same right as Trusted citizen.
Can you do something please?

The main right for Vice Gov is to add Citizens to the Town.
They could also place city-level building blueprints within the town territory, but I'm unsure how it is after the most recent patch.
They also have the ability to add funds to the Town Hall for upkeep, and all the Trusted Citizen abilities as well.
