Palisade In Correct Area but still can't build

There is some issues with a corner piece snapping into place on the south side of Zenith. We could get it to snap, but then it would not let us actually place the item.
It may be too close to the edge of the "city" zone because that is also a primary area where we get the "you must be inside of the city" bug as well.

I am also getting the "You must be a governor if a city and be inside the territory of the city to place this". and it dont go away for some time even when i am in the middle of the town.

@Bardikens - I saw @Specter on discord today & he said this wasn't a job he could do anything about, @Prometheus would need to look into it.
