Unable to loot 2/3 iron deposits at a cluster in Starleaf Dale

The iron cluster at 440W 2388N has three iron deposits, one is lootable while the three closest to the mountain is not.

Update: After the server restart I was able to get another iron deposit from the cluster; 1/3 remains inaccessible due to the "This resource belongs to a city node" error.
