[City Claiming] Banner with "Unclaimed Large City" appears in already claimed town

When i came back to the Townhall, there was some stones in front of the Entrance.
Also a Banner in middle of the townhall.
It says "Unclaimed Big City". It was also to see for others.
But when i relogged, it was gone again.
