[FRAC-1817] Entangling web has no cooldown with 20 intelligence

Entangling web has 0 second cooldown if you have 20 intelligence. So you can basically spam it on mobs that are not immune to it. Really easy to kite non-spider enemies with that!

Well, it does exactly what the cooldown equation says. Is it too strong, no clue, you'd have to try some pvp and see how often it fails to land.
