[FRAC-1814] Enrage: Double tapping Enrage gives no cooldown and bugs it

If you press Enrage 2 times quickly, you don't have the cooldown but the spell sometimes doesn't work as intended, you can get no boost, or a boost after the effect ends... I think it might be a visual bug as well, because you can't use the spell when you press the button.
