Enchanting does not work

I already tried 2 cities. Imbuing table UI opens up but when i try to drag and drop any equipement to the middle slot it goes back to my inventory after half a second. I just cannot place the item in it.

you have to be a citizen to use the Imbuing table in a city.
Otherwise, you need to use a table in your own home or one your co-owner with.
