[Raid] Not possible to approve Defender application!

I can't approve any Defender applications.
If i click on the green arrow, nothing happens.

With that the raid defending is just not possible.
Since just 2 Vice-Governors are participating into the raid and they will accepted by default, we will have to defend the town with 2 People alone?

I hope this raid will not get performed, till the Siege System is fixed.
