Static Discharge

If I charge static discharge to max it won't hit a creature that is right next to me. does 0 damage. Also, not sure if it can crit but inevitable says first ability every 20 seconds can crit and doesn't seem to allow this ability to crit.

Some skills specifically say that they cannot crit. read the description If all else fails... Increase your crit rate even further!! >:3

Or is it the opposite? Do only magic spells that CAN crit tell you they can?
