whats max attribute score? its limited?

The max attribute score in character creation is 21 but if you assign 2 more talent points, whats final score 21 or 23?

The max is going to be 25. You will be able to add additional points with gear, enchantments...

The max character creation attribute stat is 18 for human. The rest of the stat increases (for humans) has to be done through gear and talents.
