unable to throw a net on a horse i am right next to in an open plain

Not only am i unable to use bow skills with a bow equipped, because it thinks my longbow is heavy armour... no matter where i am, even in an open field, I can't throw a net (using my net trap skill) on a horse, because my character is apparently blind.
