talent tree bug

occasionally while just running around my movement speed and endurance will drop down to base values and then back up to where they should be. Im assuming this is a bug with the talent tree because of the health i lose when it happens. my health will end up capped out at 1700 then after a while will show me at about half endurance and healing back to my true full endurance
