Herbal Remedy Craft only using 1-4 bitterleaf and dandelion

Crafting herbal remedy with 11-14, 21-24, 31-34 etc. bitterleaf and dandelion only consumes 1-4 if you have stacks.
Example: with 11 bitteleaf and 12 dandelion you will be able to craft herbal remedy for 1 bitterleaf and 2 dandelion.
