Scholar set Buff empowering warden buged?

I saw today that the descibtion in the book says following:
But the buff you get says 20% are maximum.
What is the right one?

This buff has gone back and forth in values many times, so probably some descriptions are lagging behind.
The correct value is 3% per stack.

@spoletta I think that you've missed what Ignator was trying to say. Percentage per stack isn't the issue but how many stacks can there be at most.
Description says its 30% (which means max. 10 stacks), while in game it was locked at 20% from what I understand is the inconsistency issue in descriptions and so far no one is sure which one is used during dmg math.
